Local Content Development and Supplier Opportunities: A Firm Commitment
As enshrined under Petroleum Activities Law (Law 13/2005, of 2 September 2005, as amended by Law 1/2019, of 18 January 2019 and law no. 6/2019 4th December); the Offshore Petroleum Operations Regulations (Decree-Law 32/2016, of 17 August); and the Onshore Petroleum Operations Regulations (Decree-Law 18/2020, of 13 May), one of the Local Content purpose for the Oil and Gas upstream operations in Timor-Leste, is to ensures the Participation of the national companies and the entrepreneurs in the Petroleum value chain or in other word the development of Timor-Leste Suppliers. Therefore, the ANP develop the ESSC platforms to promote local content by giving Timor-Leste Supplier active participation, opportunities and training in the oil and gas value chain through the Supplier Management module. The platform will aid and provide some other enablers in ensuring that the local companies meet the requirements to provide goods and services to the Petroleum operation in the territory of Timor-Leste. These suppliers provide a wide range of products and services, not limited to, industrial and operational goods, security, and support and logistics services. This variety of offerings, from high-tech industrial supplies to security solutions, highlights the diverse and comprehensive options available within the ESSC ecosystem.
